We've already tackled absentee ballots and how wider availability of them has allowed Democrats to go borough storming and committing election fraud. I heard an interesting conspiracy theory over the phone from someone calling the office here at the Christie HQ.

The Highlands Water Protection and Planning Act of 2004 setup a commission headed by the NJ Department of Environmental Protection (DEP) to oversee the protection of the watersheds and biodiversity of the New Jersey Highlands region, mostly in the western part of the state. They have been contentious because they limit residential development in areas covered by the Act. Ignoring any knee-jerk, ingrained conservative/libertarian reactions to government environmental regulations, preserving a large chunk of open space in New Jersey seems like a pleasant idea.

Except look at the counties where the majority of the protected land falls: Warren, Morris, Hunterdon, Passaic, and Sussex. It reads like list of the GOP strongholds of New Jersey. Which is exactly what the caller was trying to get at. He said that these Highlands protections limiting residential growth were purposely targeted at areas with Republican majorities in order to curb their population growth.

Conspiracy theory or orchestrated attempt by Democrats to clip Republicans' wings and establish a permanent majority in New Jersey? You decide.
